The government is strapped for cash.The country can't afford
To pay for social services right across the board
So all their glowing promises are nothing but a fraud
Community Care is marching on.

They get financial managers with business school degrees
To do some "market testing" for huge consulatant's fees
They recommend the way ahead is large bureaucracies

They make good staff redundant who then have to reapply
For fewer jobs at lower pay, a dwindling supply
They do not want expensive staff who worked to qualify

There's not enough for everyone to have a slice of pie
so every individual has got to justify
their right to have a service just to help them to get by,

Confusion reigns and no-one understands whats going on
The new speak and the jargon would fill a lexicon
There's nothing that the agencies can all agree upon

Competition, tendering or else contracting out,
Thats the way community care is being talked about
but "contract" means get smaller, care and tenderness we doubt

People who are homeless or disabled ,ill or old,
want quality of services, don't like what they are told
Is care then a commodity that can be bought or sold?
